Because it would be too difficult for so many simultaneous refugees to find new places to take them in
Because Bnei Yisrael (the Children of Israel) would not have been able to settle the entire land so quickly
Because the total, abrupt emptying of the land would enable the wild animals to occupy it
Because He wanted to make many miracles, one after the other
